The Ministry of Environmental Protection issued the "13th Five-Year Plan for Development of National Environmental Protection Standards"
Release:Qinyang GuoRui PaperMaking Machinery Co., Ltd. Browsing:454 Release time:2023-02-18

Recently, the Ministry of Environmental Protection issued the "13th Five-year Plan for Development of National Environmental Protection Standards." The plan points out that after more than 40 years of development, China has now formed a two-level and five-category environmental protection standards system, which are national and local standards. The categories include environmental quality standards, pollutant discharge (control) standards, and environmental monitoring standards. , environmental management standards and environmental standards. As of the end of the “Twelfth Five-Year Plan” period, a total of 1941 national environmental protection standards were issued (of which 493 were issued during the “Twelfth Five-Year Plan” period), 244 were abolished, and 1,697 were current standards. Among the current environmental protection standards, there are 16 environmental quality standards, 161 pollutant discharge (control) standards, 1001 environmental monitoring standards, 481 management standard standards, and 38 environmental basic standards. Strengthen the guidance and management of local environmental protection standards, issue “Guidelines on Strengthening Local Environmental Protection Standards” (Jinfa [2014] No. 49) and “Notice on Accelerating the Review and Clearance of Local Environmental Quality Standards and Pollutant Discharge Standards” The (Circular Office [2015] No. 39) and other documents rationalized the relationship between national standards and local standards, and local environmental protection standards developed rapidly. As of the end of the “Twelfth Five-Year Plan” period, the number of local environmental protection standards that passed the record reached 148, an increase of 85 over the “Eleventh Five-Year Plan” period.

The “13th Five-Year” development plan is based on the basic principle of “emphasizing key points, comprehensively advancing; service center, supporting management, focusing on science, strengthening the foundation, improving the mechanism, and improving capabilities”, and comprehensively advancing the revision of various environmental standards, including Related to the paper industry, printing and packaging industry are:

  1. Improve the technical content of water pollutant discharge standards in papermaking and other industries.

  2. Revise the comprehensive discharge standard for sewage, improve the control indicators and requirements for industrial source water pollutants, and prepare air pollutant discharge standards for printing and packaging industries.

  3. To revise the pollution control standards for storage and disposal sites of general industrial solid waste, and to improve the control requirements for anti-yang dispersion, anti-drainage, and anti-leakage.

  4. Carry out the requirements of the monitoring system for key pollution sources in the "Eco-environmental Monitoring Network Construction Plan" (Guobanfa [2015] No. 56), implement the statutory responsibility for self-monitoring and disclosure of pollutant discharge of key pollutant discharge units, and formulate pollutant discharge units on their own The series of monitoring technical guidelines will be used to formulate guidelines for self-monitoring technical guidelines for pollutant discharge units in key industries such as papermaking, thermal power plants, and sewage treatment plants.

  5. Implementation of new environmental management systems, such as supporting emission permits, preparation and revision of technical guidelines for the revision of national and local standards for the discharge of water and air pollutants, improvement of the technical content of emission standards, and strengthening of coordination between local and national standards.

  6. To develop guidelines for the production of best-practice technologies for key industries such as papermaking and general processes, and to specify the feasible technologies and management requirements for each pollutant based on emission standards.

  7. Formulate guidelines and guidelines for sources of pollution source accounting, and formulate technical guidelines for papermaking and other sources of pollution accounting.

  8. Focusing on the key areas and industries involved in the “Ten Articles of the Atmosphere,” “Water Ten Articles,” and “The Ten Articles of Earth”, we will continue to vigorously promote the revision of the engineering and technical regulations. With respect to the “Tenth Atmosphere”, we will focus on promoting the revision of the environmental engineering technical regulations for packaging and printing industries. In terms of "Water Ten Articles," the focus is to promote the revision of the environmental engineering technical regulations for the papermaking and other industries. In terms of the "Tokuji", we will focus on screening and promoting the development of environmental engineering technical specifications for the restoration of typical contaminated sites.
